Will I Get Child Support And When Will It Start

I live in Wisconsin and am enrolled in the Badgercare Plus Standard Plan. I'm due in about nine weeks and months ago the baby's father literally vanished off the face of the Earth (we were not married). He made it clear before he left that he did not want anything to do with this baby, and he did not want his name on the birth certificate, and he wants to sign away his rights.

Since I'm receiving medical assistance, will he have to pay child support no matter what?

If I leave his name off of the birth certificate will he have to pay child support?

Could I get in trouble for leaving his name off the birth certificate?

If he does have to pay child support, does that mean he has partial custody or visitation rights to the baby?

When would child support start?
