Will I Get Arrears From The Time I Filed

I filed for child support when my daughter was 8 months old she is almost 9 now. He has 10 children by 8 different women. He doesn't work. He will be starting school in the Fall. I could never get him into court because they never had a "good" address for him.Recently I was told by one of the other mothers that he has a food stamp case with the girl he lives with. She also has a child by him.So they must have a address for him now. I called child support but haven't got a call back yet.When I do get him into court will the judge go back to the time I filed or the court date?
