Why is it so hard to find the parent to pay child support

My name is shyznia Vessel. And I really want to know why it is so hard for the child support people to find my son father. It is now two years since we being apart. Out them two years i have place him on child support and i have not received nothing. To me I wonder if they are looking for him. I know we was suppose to go to court, I will be there but he wouldn't. What should i do? Cause he is not taking care of his child. He is a dead beat dad. Who don't deserve the title of a father.
