Why Does The Mother Not Have To Pay Birth Costs

The mother of my child applied for badger care plus and got it because of her financial situation. Even though my insurance as able to cover half of the cost of the birth she refused to use it. After the birth was over i was charged with half the the cost of the birth while the state paid for her half. Why do i have to pay the complete other half of the birth cost? My insurance will not step in because badger care covered the complete birth. I do not make any more money then she does, and i also had no say in the type of birth as costs vary depending on the type of birth used. Why are the birth costs not split equally between the mother and father if financial situations are the same.
Also i find it very wrong that mothers in Wisconsin are simply given primary placement of their children while the fathers have to go through a long and tedious court process to obtain placement of there children. Who decided that every mother is more fit to take care of a child then the father? Custody and placement should be shared equally off the bat so fathers are not neglected the opportunity to bond with their children, also this would save greatly on court cases within the state.
