What Is Reasonable Health Care Insurance By The Courts

I live in GA and I have two girls who live in NC with their mother. We divorced 10yrs ago and I paid my child support as agreed in our divorce. Last Nov.as I lost my home to foreclosure and am in the process of Bankruptcy, she went through NC child support and now it is modified to $613 monthly. They ordered it to be taken out of my paycheck(which I have never been in arrears) and now I see that I am to provide health-care coverage.
What is offered to me at work is outrageous. $400 a month for dependents. It says in this new modified order that I am to provide it as long as it is "reasonable at cost as defined by the courts" I don't know what that means. GA looked at my gross income before modifying this order and said my gross income was $2145 monthly. So if I have to pay $613 plus $400 plus 68% of non-covered medical expenses-how do I live? My question is what are the guidelines when my employer has to see if I can provide medical coverage at a reasonable rate? and in all this I don't even get to see my kids.
