What About Us Fathers And Our Fathers Rights

Hi, I have a 13yr old daughter and I feel as if the system is only for the custodial parent. My ex. has put me under the OOCSS and that way she ensures she gets payment of child support. I can only see my daughter when it is convenient for her mother’s schedule. I have documents stating that I am to get her every other weekend and every other holiday and during the summers. Her mother has all her weekend planned and when I was trying to get her on my scheduled times, I was told that I had to learn to rearrange my family and schedule around her because she has a life. I'm just a concerned father that just doesn’t know what to do. Just thought maybe you could give some advice!!!! They only advice I’ve been told is to hire a lawyer for $700 to $900 dollars. I just think there has to be some kind of program out here to help us father have right to see our children that don’t cost us an arm and a leg.
