Two states taking child support from husband

My husband has two support orders from two states we lived in Washington state then we moved to Wyoming and he got a job Washington started with holding and Idaho had Wyoming with hold then we moved to Texas and Wyoming said they could no longer with hold because we no longer lived in there state so Idaho gave it to Texas then we moved back to Wyoming 2 years later and called Texas and told them we moved back to Wyoming but Texas sent a with holding notice to his job here then Idaho faxed a with holding notice to my husbands job and told his job they would have Texas send a stop order to his job but Texas didn't stop so my husband called both Idaho and Texas both said they would take care of it Texas told my husband they would send the stop order but here we are 2 checks later and they still have not sent the stop order and again its for the same order so why can they steel from my children and not get into trouble
