Trying To Modify Child Support For 4 Years

I lost my job about 4 and a half ago and ever since I've been trying to modify my child support. Since the payments were 2000 a month it accumulated very fast and my passport got canceled. My passport was a main part of my job due that all the work I used to do was international. Now I have to work for 9 hourly and my child support still accumulates. I now owe 53000 and the Miami Dade Child support office had told me that they wont do anything because she is their client. I live in Connecticut and I need help on how can I open a case in the Miami Dade clerk of court and what can I do to reduce my arrerage and child support and even get my passport back so I could do contract work.
