Tax Withheld Not Accredited To Child Support

In December 2008 I received a request for paternity testing for a five year old boy. I completed the paternity testing to find out that he was my child.
In 2009 I was sent child support information - charging me with 249.00 for him per month. I filed for adjustments to this order as I was unemployed. They still charged me according to the Dead Beat Dad figures - which is min. wage x 30 hours a weeks as they found me "willfully unemployed" -
I had to pay 200.00 per month. (I am not willfully unemployed to prevent paying child support - I was unemployed since August of 2008 before I even knew about my son, I had no idea about him prior to the paternity request in Dec. 2008.)
This amount started coming out of my weekly unemployment, which ended in July 2010 which put me in arrears. I was in arrears and when my wife and I filed taxes in January they held out over 1300 and our state taxes for back child support. Today in May I receive a contempt of court for a back child support of over 2,000.
I am behind on child support around $500 as I am still unemployed, but the amount withheld from Federal and State Taxes has not been accredited. I contacted the child support agency and they advised me that there was a credit in hold there, but it could take up to 6 months to get it released.
I am going to have to go to court for back child support which over 75% of it is being held in limbo. How can the state take me to court for all this money when they are holding over 75% of it since Feb. of this year?
