Tax Return Intercepted Refund Amount Exceeds Arrears

My tax refund has been intercepted for arrears in the state of North Carolina. I have two children and two cases. The arrears for both cases combined are roughly $3800. The IRS sent all of my tax refund money to Child Support. I am entitled to at least over $3000 of what was sent to Child Support, which was roughly $7000 in tax refunds. I don't mind paying the arrears. In fact, I longed for the day that they would get nipped in the bud. However, I need the money that I am entitled to. Please help.
