Stepson 17 Does Not Live With Custodial Parent

My husband is the NCP. My stepson has not lived with his Mom in over a year. He dropped out of school per his mother withdrawing him w/o telling us of course and is working a low paying job. He wants his support money given to him since his mother will not give him any of it at all. He will not be 18 till Feb 2011. Can anything be done about this?

We live in Georgia and my husband is current on support. There was no divorce between the two as they were never married and the support has been paid through CSE since 1994 when CP was getting TANF back then. No mod or revisions ever made in the case thankfully and a very low payment to the CP of only 152.50 a month.
