Social Security Disability Backpay Child Support

Ex husband is getting ready to collect a large lump sum check from Social Security disability NOT SSI. He owes over 63k in back support, and has a standing order from 2008 to pay $250.00 a month towards the arrears which he hasn't done. His DL is suspended as well. Can I file some sort of intercept to get any of the arrears owed to me out of that lump some check before he receives it?

The children are all adults now and out of the house, but it is a debt he still owes. The child support case is in FL but we both now live in GA. I've called the Florida Dept. of Revenue and they don't seem like they know what to do. I've called Social Security and they told me to bring a copy of the Judgment and the arrearages to them, which I have done, but they couldn't even tell me if I can attach his lump sum check, only his monthly checks.
