Receiving Child Support Payments After Emancipation

My son hasn't lived with his mother since he was 16 and he is now 23... His mother has been receiving the child support payments.. I was told by several people that he can get the money that was suppose to go to him.... by a simple court order..... he needs the money and rarely talks to his mother... what does he do?
