Problems With My Child Support Enforcement Case

This little girl deserves the world, she is so precious!
We have received child support for my daughter pretty regularly until November 2008. The father lost his job. He moved to Missouri more than 5 years ago. He does not do a thing for my daughter. All of the payments have been deducted by CSE. Anyway, I have gotten several different stories from my CSE tech. They verified new employment from Missouri. I waited for a few weeks and heard nothing. No support. I gave the tech a call, she said they did not have verification. ??? what? Then December 31, 2009, I was told once again that there was verification and an income withholding done. There was one payment received almost three weeks ago. They will not follow up or give me any info.They actually sent me a letter saying I could no longer call for updates unless there has been a material change!!! I have had to call every month just to get them to tell me, "oh, we don't know what is going on, we need to call the state of Missouri." Aren't they supposed to be on the case? Why do I have to call to get them to do anything? The father is capable of making as much as i do and they won't tell me if he is still working. They also will not tell me approximately how long he has been employed. I am not the bad guy. I need help. I support my daughter 100%. Including insurance, day care expenes so I can work, groceries, food, clothing, etc. I can't believe they won't even follow up to see if he quit his new job already. Each CSE office has the ability to check a statewide system to find employment verification. Why doesn't my tech. No money, she should be checking again. I need to find out who I can talk to directly in the state of Colorado for help.
Also, if I ask for the records of my case, what should be in there and can my tech tell me no. Please get back to me. I am so stressed and feel like they are not helping me at all!!!
