Paying child support to someone in Mexico

Since 1994 I've been paying child support to my ex in Mexico,somehow she got a ssn for my and the court in Texas ordered me to pay the child support,retroactive to 1990,but i couldn't pay the back support and now i owed around 25000 with monthly interest and my son is now 22yrs,so i will never stop paying,so i wonder how was possible for him to get a ssn ,if i am the American citizen, and mother and son never had live in USA,how the money gets sent over there?
