Paying Child Support For Child Never Adopted

I live in the state of Nevada. I had my daughter when I was 16. I had the biological fathers rights removed when I was 6 months pregnant because he was violent and a drug user. Two years after the birth of my daughter I met and fell in love with a man who promised to adopt n treat her as his own. We married and over the course of our nine year marriage he would always make excuses why he wouldn't or couldn't adopt her. We had another child during this time as well. I finally filed for divorce, him not adopting her being a major factor, along with several others playing into me finally leaving him. Now he's claiming since he never adopted her he legally doesn't have to support her in any way, including child support. Is he right? Or can I collect child support for her as well as our other daughter?
