Passport Suspension Due To Back Child Support

I reside in the state of Oregon and my ex-husband owes me $185,000+ in back child support and spousal support. I read online that it is a federal law that if there is more than $2500 owed in back child support that his passport is denied. He already has a passport. I'm concerned because his wife's family lives in Australia and he has plans to go there in September.
Can I require that my case worker suspend my ex-husband's passport? Is this really a federal law that my case worker is required to enforce? They are not easy to work with.
I have put an alert on my older son's (16) passport application so he can't be issued a passport to travel with my ex-husband, his wife and their two boys. I'm afraid my ex-husband will stay in Australia and not return to the US if he is able to travel there or anywhere out of the US.
