Parents Owes 7 Years Back Child Support Im An Adult

One parent paid child support until the child was 11 years old. The remaining 7 years still remain unpaid. The child is 30+ years old, and one of the parents just came back into the picture to "re-connect" with the child.

Is the child eligible to sue for the support or is the parent who supported the child for the 7 years alone entitled to it? Is there a statute of limitations to collect the back support? Is there inflation involved with it if collected at today's rates?
