Parent Owing Arrears Needs Drivers License

I am a custodial parent who lives in Washington state, the non custodial parent lives in Alaska. the non custodial parent owes $10,000 in arrears how does he get a divers license. He also just bought a new truck and escalator how does that work?

Do you know for a fact that his license is suspended? Also he could be putting the vehicles in someone else's name.
