Over And Under Child Support Payments And Warrant

How does the county worker give the payee info to trick the system in overpayment? The payee owes arrears and a monthly obligation. The payee pays twice in one month according to the system. (Follow me), Let’s say the payee paid June 1, $500.00 and their monthly obligation is $300.00. and then the payee pd again June 30, $500.00 which will go toward July monthly obligation, but because it was paid twice in 1 month the system says that the payee have overage for the month of June of $700.00 and that is taken off the arrears, but the reality is there is no overage of $700.00. Because the $500.00 was rely paid for July the overage should of been only $400.00 not the $700.00 the system is giving.
And why is it that a case worker cannot give information to the person whom open the child support the custodial parent. If the payee owe arrears/monthly obligation put is behind. How come you cannot know if you have their income tax is being withheld or not. Or if there is a request for it? And if there is a request how much? I was advised" if you get more money then you received their income tax".
If you have a court order and there is a tax lien on the property for a lower amount, but the payee owes more in overage but the tax lien was never changed, whom should I speak with? I asked the case worker and her answer was "there is a lien" yes but not for the right amount. The tax lien is way lower that what the arrears are.
Now my last question is I see a lot of advertisement on Sherry Bevan Walsh" and what a great program she has for the child support 2nd chance program "forgiveness". Now he payee is the program (I’m ok with 2nd chances but there still not paying and has a warrant out on them. Is anything really being done? No. The payee lives and work and the same place, has not resided anywhere else but Summit County and nothing has been done. What do you do as the custodial parent? I called my case worker, and they say “well we have a warrant out” What do you do?
