Other Kids And Lowering Child Support

My name is Nick, i have a current child support for 2 kids with my ex wife. And i have 2 kids with my current wife now and has a 1 daughter too to my x girlfriend in the Philippines. my ex girlfriend wants to file child support to me but she lives in the Philippines and she is a Filipino citizen nor my daughter to from her. Buy the way i leave in California im a U.S. citizen. the reason why she wants to file child support coz she doesn't want the amount that i am offering to her. so my questions are. can she file child support here in America even shes not a u.s. resident nor our child. And does the court considers the other children that i am supporting right now if ever she can file child support against me?
