Non Custodial Parent works Overseas

Non-Custodial Parent works overseas. With military retirement, VA disability and his paycheck he receives around $170,000 per year since returning back to Iraq. He is currently $9,000 in arrears. Can his passport be suspended? He owes taxes for the upcoming year and probably will not receive a return. How can I ensure he will make good on arrears?
