No Stark County Child Support Payment From Ex

My daughter’s father has never been consistent with his child support payments. He works for a while and then quits. When I do get a check it is for $40.00. I am a single mom working full time receiving no public assistance. I have not gotten a check since May 2009. Sometimes I don't even have lunch money for my daughter. And he owes me 18,000. Has never paid for health insurance, and makes no attempt to pay child support. I call the child support enforcement agency (stark county Ohio) occasionally but I never get to speak with my caseworker and I feel like I am just one of a million women trying to get child support. It seems that if I do not call and "bug" my caseworker, my case will never get looked at or dealt with. Please help me. I am about to file bankruptcy and I do not want to lose my house. The worst feeling in the world is not having food in the refrigerator for your child.
