My son's father is a self-employed contracted?

The father of my son is a self employed by a trucking company. He has a salary over $85,000 a year, but lie about his income. I have a copy of his 1099.I cant afford medical coverage for my son and the father refuses to put him in his insurance and refuse to pay more support. I went thru the office of enforcement and they told me to be happy that at least he is paying some money. He is paying $100 a week. The order of child support is not fair i am making 30,000 a year and he is making three time more. If i hire a lawyer can i be able to actually do a modification? Can i also get back money seens he lie about his income for more than 10 years?
