My Ex Took My Daughter And Has Kept Her From Me

I had a child in 1998 and my girlfriend left me in 1999 and i have not been able to find my child until recently i found my ex's sister. she will not tell me where my daughter is . what can i do to find my child and get visitation . if i haven't paid child support because i didn't know where she was will i have to pay back child support before i can get custody or visitation or other rights . we have not left the city we lived in and she has lived elsewhere and she has been able to find us all this time so what are my rights what can i do thanks so much for your help
