My daughter is in high school but lives on her own

My daughter had a baby when she was 15 so did not graduate when she was 18. She will be graduating this spring when she's 19. My Child Support/Divorce agreement says until the age of 18 or emancipation. Since she is still in high school, Child Support thinks I need to be paying my ex wife still when she doesn't live with her nor provide for her at all. She has lived on her own since November. They are now saying I owe arrears on her because they found out in November she hasn't graduated.

However, she IS emancipated. Living, working, going to school and providing for herself and her child. Child Support Services say they need a court order to tell them she is emancipated in order for them to drop off the support. Isn't my paperwork good enough and a letter from her landlord that she rents from? What is this world coming to?
