My childrens father is self employed

I have four children and my ex husband is self employed. He pays minimal support(700.00/ month). He does not provide any insurance they are covered by the state. He does pay half of daycare. Why is it that his support is baded on what he claims he earns and not what his potential earnings would be if he worked for someone doing the same job?
