Mothers Rights On Child Support

When my son was 2 my ex boyfriend took my son and left the country i had to return to my hone state because i had no place to go.could not find my son he kept him hidden. i have 2 other children last year in a workman's comp hearing the state he is from came and filed a lien and then took my settlement. my child is 25 years old. there has never been a court order apparently my ex was getting welfare. cannot afford lawyer tried everything.the state says i still owe them a sizable amount of money about 300 0/0 of what my earnings were before taxes and insurance. need help.
