Mother Avoiding Tax Refund Being Intercepted For Back Child Support

I won custody of my son against his mother who has also been ordered to pay child support. She is $4,500 behind and is refusing to pay. We have recently gotten the child support enforcement involved, but she is refusing to pay and we are going through the steps to make her pay her responsibility. I am concerned because I heard that she is not claiming her other 2 children on her income tax from now on out because child support enforcement is going to intercept her tax refund. She has claimed her 2 children for almost 18 years on her oldest child and 3 years on her youngest child. I want to know is there anything that can be done to keep her from being able to have her mom claim her 2 kids on her mom’s taxes. She has never done this before, but she now lives with her mom and now that this 35 year old woman lives with her mom she won’t work and won’t pay her support. I just want to know can we contact the IRS to let them know that she is doing this to keep from paying support and keep me intercepting her tax refund? Is this legal that a 35 year old woman is not claiming her 2 kids on her taxes because she lives with her mom and is having her mom claim them and then her mom turns over the money to her in order to avoid me receiving her tax money for child support arrearages? Is this legal? Can I contact the IRS with this info?
