Mother 15 Years Old Gets Child Support From Her Father

My husband's twin daughters (17 years old) both have babies of their own in Mississippi. Why should he pay child support to the twins when they are mothers themselves and get federal assistance for their babies? Also, he is paying their medical insurance.
