Medical Insurance Court Ordered

My ex and I divorced in 2003. Our daughter is now 11. He was ordered to keep medical insurance on her. She was hospitalized in 2008 and that's when I found out she didn't have insurance...so now I have over $13,000 in medical bills for that hospital stay. He still refuses to carry medical insurance. He and I have remained on good terms.

Whenever I have brought up medical insurance to him, he tells me he "can't" get it because it's too expensive and that I should just get on Healthy Start, etc. Is there a way for him to be notified that he needs to carry medical insurance, without me having to get involved with the court? I don't want to strain our working relationship with our daughter. Thank you.
