Medical Costs Unreasonable For Handicap Child

Take a moment to make a telephone call to the Montgomery County Child Support Enforcement Agency (MCCSEA) hear how there is a program just for men, not woman, that explains the process of how the system works. This message is clear to all men and woman who gets support from the agency.
Is this discrimination? Absolutely:
1. treating people differently through prejudice: unfair treatment of one person or group, usually because of prejudice about race, ethnicity, age, religion, or gender
MCCSEA is sending a message that men must have the knowledge to understand the internal process as the internal process will not support them. Yet on the other hand, woman do not need this knowledge, as MCCSEA will provide them with all the support needed.
Upon Obligor’s failure to pay child support…the Obligee has the right to apply to the Montgomery County Support Enforcement Agency for assistance on obtaining any of the following:
3. the enforcement of medical insurance support for the children
Each and every time I contacted MCCSEA concerning my ex-wife failing to fulfill her obligation(s), MCCSEA stated “you have to contact an attorney”. The Obligee may have the right, but MCCSEA will not acknowledge that right.
What right does the MCCSEA have to ignore a court order? Gender. Gender gives them the right to decide what order(s) they will obey and enforce. If a male fails his obligation, the agency will take action for and on behalf of the female; when the female fails her obligation the agency will not take action and will inform the male that he must hire an attorney. Discrimination!
The Obligor shall be responsible for the first $100.00 dollars incurred per child per calendar year of uninsured medical…expenses. Costs of the remaining medical…shall be shared…equal to their percentage… in this case 50%
Not only has the Obligor failed to abide by a court order, MCCSEA has failed to take action per court order and MCCSEA has gone one step further and is determining how much money is to spent each year in medical expenses for a handicap child. Discrimination, absolutely and you are now discriminating against the handicap children by showing that they are not worthy of spending additional money in medical cost and or supplies to treat their condition.
Montgomery County Child Support Enforcement has deemed that the cost for medical insurance and expenses are unreasonable for a medically handicap child. This agency determined that the obligor does not have to reimburse obligee per court order, and is returning the obligors support so that the obligee has to pay all related child expenses. Why? The obligor is a female! That leaves me on my own to pay for ALL EXPENSES. Discrimination, yes, this is how this agency functions.
Montgomery County Commissioner Dan Foley, Anne Bissacco (Organizational Ombudsman, Montgomery County CSEA), and Honorable Judge Denise L Cross have received my complaint. Jim Vangrove of Commissioner Foley’s office is the only one that responded stating “there is nothing we can do” … “Anne Bissacco will respond to your letter”
Anne Bissacco has not responded and when I tried to contact her by telephone, MCCSEA threatened to have the Montgomery County Sheriffs arrest me. When I questioned what I would be charged with, no criminal act has taken place, this agency ended the call. This is just another way the agency intimidates the male. MCCSEA wants me to act in a criminal manner so they
MCCSEA can justify their actions.
CHILD SUPPORT ENFORCEMENT is for this agency to enforce child support obligation(s). In short, this agency has failed to enforce the support obligations. It is time this agency is held accountable for it’s inappropriate actions and appropriate actions taken to assure the agency enforces CHILD SUPPORT.
It is not MONTGOMERY COUNTY MOTHER SUPPORT ENFORCEMENT AGENCY it is MONTGOMERY COUNTY CHILD SUPPORT ENFORCEMENT AGENCY.
