Kids dad wont pay for the upbring of his children

I got married to Scott when I was 17. I had a baby boy when I was 18 named Scott Jr. A year later we had another boy named Bobby. Scott Sr. never stayed home and took care of either of us. Going from job to job when Child support did find him he would quit and go get another. This pattern had kept going even to this day.

He is in arrears for aprox. 69,000 dollars and the interest goes up aprox. 500.00 a month. The boys now are 22 Scott Jr. and 21 Bobby. Scott Sr. just received a $89,000 dollar workers comp settlement in Louisiana and child support could not put a lien on it because no current support is being accrued. I recently spoke with Scott Sr and told him I would take $10,000 as payment in full and disregard the balance not included what he owes for back welfare which is aprox. 7,000.

He ignored and shut his phone off. My kids have outstanding student loans and My now husband of 18 years had supported them as his own. Scott sr thinks he is slick just as a lot of dead beat dads do and needs to be stopped. Can you help me. My child support case is in California but I live in Oregon. Scott sr lives in Louisiana. Can you help me collect.
