Is money provided by family considered Income

I live in NY. I have 9 month old twins. I am not working to stay home with the two, but I am receiving unemployment. I just got extended benefits for another 20 weeks. The non-custodial parent has not contributed anything to my kids since birth. He claims he has no income and that his mom and other kids mom have been providing him with money to make ends meet. He hasnt had a job in 3 years, and claims they have been paying everything for that length of time. He lives alone and all his bills are paid. He wears hundred dollar jeans, pricey shoes etc. We have been to court twice and each time it has been postponed because he showed up without any documentation. In the interim I am receiving $25 a month for two babies.
My first question is can the money being received by others be counted as income for him? Secondly, he was told at last court date if he showed without documentation, they would set an amount based on my expense. How can I keep them from postponing again if he comes without again? It has been 6 months since I filed. They keep favoring him. Last question, can I have medical bills from the pregnancy not covered by my health insurance factored in?
