Is Child Support Intended To Be Used For Food Clothing And Shelter?

I have two kids and I have been paying child support. We are joint custody but she has residential custody. She receives about $600 a month between the two of them for child support. I asked her for a few warmer clothes to have on hand and she said she is low on winter clothes for them. I asked her to use some of the support she gets from me to buy them some clothes. She makes the assertion that I am wrong and that the money she gets from me doesn't necessarily have to buy them clothes etc. On top of that I also cover their medical insurance and half of the day care. All in all, I pay over $1100 a month and take home about $800. It’s barely enough to live on. What should the payee of child support be required to guarantee the kids in this situation from the money sent?
