Interstate Child Support Issue

My ex husband and I got divorced in 2008. I have sole legal and physical custody and he was ordered to pay $250.00 a month for our two children (now ages 7 and 5). He quit his job in August of 2009 and has been working "under the table" for cash. He has not sent any child support since then. He does not answer phone calls. The court system in my state does not do much to help because the children and I live in Michigan (where the divorce and support order took place) and he lives in Mississippi. What can I do? He is already over $3,000 in arrears.
