Income Taxes From Childs Father Not Received Yet

I just found out money was taken from my daughters father income tax last year but was given to human services because I collected money from the state for 36 months 7 years ago, but my daughter is only 7 years old, I thought I was supposed to get the money until my daughter turned 18.Her father is in arrears, and I can not understand why I did not receive the money.
