I Need To Collect Back Child Support Arrears Fast

I live in Oregon. Case is currently in California. Father lives in HOuma LA. In LA father is about to settle a Workers Comp case for 80000.00 plus in money. He owes me over $60000.00. CA says that since the kids are 22 and 21 that they cannot collect on past due child support out of his settlement. This could be my last chance to get what is owed to me and the kids. I spoke with the father and agreed to take 10000.00 as payment in full and to can CA support office to take care of it but he is still ditching their calls. I want this money. Please help!
