I live in Texas and pay Indiana Child Support

I live and work in Texas and pay child support in Indiana. I currently owe back child support because I am in the military. Normally, Indiana will take my tax return and apply it to my back child support. Does that same concept apply if I'm living in a different state? Thank you.
