How Do I Stop Child Support Payments To Mom Who Gets State Money

We are parents of children who were involuntary removed by the DCF. My Mother and father are supposed to have temporary custody but I was told by my mother they had permanent custody. I need to know how to stop child support because she is receiving state money to raise them. We are well below the poverty level and can't even afford medical care and have to get government assistance like food stamps and can't find work. What is the best way to get rid of the support?
