Grandparents With Legal Custody Of Grandchild In Stark County

Hi, We have legal custody of our 2 and 1/2 yr. old grandson. We live in Stark and the (never married) parents live in another Ohio County. How do we go about getting child support from the mother? The mom and dad are no longer together and the father is giving us monies ea. month to cover some of our grandson's expenses. Can we file for c.s. from the mother and can we file in Stark county system or do we need to file in the other county's system? Can the CSEA help with this on our behalf or do we have to retain an attorney? Thank you for your assistance
