Grandparents Raising Grandkids

My parents are raising my niece and nephew. There mom is in Ga and their dad is in Alabama. No one has helped my parents pay for these kids. They live on social security. They do not have custody or guardianship but they have been taking care of them for about 10 years now. Is there any help for them. Neither parent will agree to pay and neither parent wants to raise them. What help is there for them.
