Forgiveness Of Child Support Arrears California Out Of Court

My father currently owes 26,000 dollars in back child support for his minor daughter. The mother has agreed to accept 10,000 dollars in 2 5,000 dollar installments and she will sign a stipulation to abolish all arrears. He will continue to pay the standard monthly payments until she is 18.
I can draw up pro se contracts and have them signed and notarized. Is she able to simply sign a stipulation to have the arrears abolished? Will the interest also be abolished? The mother is currently experiencing some hardship and getting this done in a timely fashion is desirable, that's why we are trying to avoid the court system.
