Fathers Rights Are Kept But He Won’t Pay Child Support

I am curious what the response is from the end that a non custodial parent can forget his kids weeks at a time with not help to support them or not come to pick them up if he chooses to skip out but still believes he should have all the rights like the responsible parent and you have to comply with him or it is contempt. How is that right?
