Does he still owe after kids are out of school

I have 2 sons with someone who hasn't paid his child support in 17 years. I do have an order in place since I was on welfare for a little while. He will mostly work under the table or if he does get a regular job he quits when they attach his wages. He even tried moving out of CA to avoid paying but they found him and attached his wages when he went to work so he quit again. My question is my oldest is 19 and in college full time if he still isn't paying,like he would actually start now, and still owes it does he still have to pay it when he is out of school or over the age limit? Does he owe to my or my son? Either is fine with me. I just want to know if he gets away without paying if he waits long enough or does is it always following him?
