Collecting Child Support When Father Can't Be Located

I have been trying to collect my child support for 9 years and no one can find him and i get told the same thing every place that i call in South Carolina no address no phone number that cant locate them and i cant collect i even hired attorney who could not find him all i want is the back owed and and for him to sign over his rights so that my husband and the only father they know can adopt them it is really frustrating i have spent money on all these people searches and get told the same thing they can not locate them.
