closed out of state child support order

My husband has a Virginia Order which has been closed. Ohio was asked to enforce the order while it was open, how can Ohio continue to enforce a closed case? Can a Virginia resident open an Ohio child support case? I ask because my husband is being found in contempt for non-payment, but the initiating state tells him it is closed and no arrears owed.

Does your husband live in Ohio now and where does the mother live? If he first lived in Virginia and has since moved to Ohio, the cased would be closed in Virginia and converted over to Ohio where it remains open. Ohio now becomes the state of record and enforcement.
