Child support when the child is in foster care

I have had custody of my child for most of life, however about two years ago she decided to make my life hell. I placed her on pins which caused her to file abuse allegations against me, so she ended up living with her father. He owes me nearly 100,000 in arrears yet I was ordered to pay child support. It was being executed out of my paycheck. Recently I lost my job and am almost 200 in arrears. He had been neglectful and now she had been placed in foster care. Where does the financial responsibility lie now? Is it recommended that I go back to court? She now wants to come back with me, but she was given one year in foster care for violating probation.
