Child Support System Is Wrong For Everything

Ok if a man who pays child support to another lady, but is he has lost his job. He is still obligated to pay that money.Even though he tries to make little payments of twenty dollars a month. He can't even support his own family much less support a kid that he don't even see. As a custodial parent i already know how the case workers at the CSED react with non-custodial parents. Things that have been told to me are not right. I believe the whole system should be changed. The case workers are unfair. Just,because of things that have happened in there past or there kids.
