Can custodial parent terminate child support.

My daughter's mother and I have decided to terminate the child support order, as the state ordered child support too much - doing more harm than good to the three of us.

Unfortunately, my daughter mom is under the impression the "system" (CSEA) will not allow her to terminate the child support order. It's my understanding that the person (custodial parent) who initiates the child support, can also have it terminated. Is this true? If so, what would be the steps go about initiating a request to terminate child support.
